Effects based planning: In order to save vital time in the delivery of verbal orders commanders use mission or 'effects' verbs to convey meaning. It is vital that all ranks understand what is meant by each verb. This facilitates mission command and speeds up the delivery of orders. EXPLOIT – An offensive operation that usually fol- lows a successful attack and is designed to disor- ganise the enemy in depth. Take full advantage of success in battle and follow up on initial gains. DISRUPT – A tactical task or obstacle effect that breaks apart an enemy's formation and tempo, interrupts the enemy's time table, causes prema- ture commitment of forces, and/or splinters their attack. WITHDRAW – A planned oper- ation in which a force in con- tact disengages from an enemy force. FIND - To locate, identify and/or assess the enemy. CLEAR – A tactical task to remove all enemy forces from a specific location, area, or zone. CAPTURE/SEIZE – To gain possession of a position or terrain, with or without the use of force. (Must physically occupy the ground). LIAISE – Maintain contact or inter- communication between elements of military forces to ensure mutual un- derstanding and unity of purpose and action. HARASS – Fire designed to disturb the rest of the enemy troops to curtail movement and, by threat of losses, to lower morale. OCCUPY – A tactical task in which a force moves onto an objective, key terrain, or other manmade or natural terrain area without opposition and retain control of that area. SECURE – In an operational context, to gain possession of a position or terrain feature, with or without force, and to make such disposition as will prevent, as far as possible, its destruction or loss by enemy action. HOLD/RETAIN – To maintain or retain possession by force, of a position or area. IDENTIFY – Determine by any act or means of the friendly or hostile nature of a detected person, object or phenomenon. COVER – Protect by offence, defence, or threat of either or both. BLOCK – A tactical task assigned to a unit, which requires it to deny the enemy access to a given area or to prevent enemy advance in a given direction or an avenue of approach. Units assigned this mission may have to accept decisive engagement. FIX – A tactical task in which actions are taken to prevent the enemy from moving any part of his forces from a specific location and/or for a specific period of time by holding or surround- ing them to prevent their withdrawal for use elsewhere. NEUTRALISE – To render ineffec- tive or unusable. To render enemy personnel or material incapable of interfering with a particular operation. STRIKE – Inflict damage on, seize or destroy an objective. DESTROY – To physically render an enemy force combat-ineffective. This means killing, wounding or capturing a minimum of 60% of the enemy force. effects based planning
